It is a skill that increases size of the Incendiary C4, not the range. This skill costs karma which is obtainable through various activities in the game.

A level 1 Circle skill.

Levels:

Level 1: 50% Bigger | 1,000 Karma

Level 2: 100% Bigger  | 3,000 Karma

Level 3: 150% Bigger | 6,000 Karma
