Lotteries

Lotteries can be started by the mayor, there are different variations of lotteries that the mayor can start. Players can enter the lottery and have a chance of winning the money in the pot (-taxes and mayors cut). This is very profitable for the winner and can also be very profitable for the mayor. Winnings automatically goes into the Treasurer in the PD and can be hacked by other players.
