Mayor

The Mayor is voted in. You can run for Mayor in the "Jobs" category of the F4 menu if there are no current Mayors. It costs 2.5K to run for Mayor. The mayor is able to start Lotteries, start Lockdowns, bail people at will and do Broadcasts for free in place of Advertisements (/broadcast message), however they may still use Advertisements. The Police Chief, Police, and Detectives are all his subordinates. 

May use group chat to communicate with other government.
